Method and data

Source. EU Transaction Log public data download, extract of —, verified emissions 2005-2025. Installations are joined on registry code plus identifier. A value of −1 means "not reported" and is treated as missing, never as zero.

Baseline. Change is 2025 against each installation's mean over 2021-2023. Closure is counted only when the ETS permit is revoked. Operator is the ETS account holder, usually a subsidiary, not the group parent.

References for the context statements. Every figure on this page is computed from the EUTL extract by code/build_site_data.py. Statements about rules come from: fourth trading period and the Article 27 / 27a small-emitter opt-outs (EPA Ireland, Phase IV free allocation rules; UK impact assessment on Art. 27/27a); the 2023 drop of 16.5 % in ETS stationary emissions, led by power (European Commission, Climate Action Progress Report 2023); CBAM phase-in and the free-allocation phase-out 2026–2034 (ICAP; DEHSt, carbon leakage protection); Bełchatów as the largest single emitter in the EU ETS (Ember).

Regional and national context. Installations are assigned to NUTS-2 regions (2024 version, GISCO/Eurostat polygons at 1:10M) by point in polygon; coastal points left just offshore by the generalised coastline are attached to the nearest region within 5 km and flagged in the data. United Kingdom installations have no region (not in NUTS 2024). Per-capita and per-GDP figures use Eurostat regional population (2024, demo_r_pjanaggr3) and GDP (2023, nama_10r_2gdp); the national share compares ETS CO₂ of 2023 with the national inventory of 2023 excluding LULUCF (env_air_gge). The CBAM phase-out line applies the factors of Article 10a(1a) of the ETS Directive as amended by Directive (EU) 2023/959 (97.5 % in 2026 to 0 in 2034) to the 2025 free allocation of cement, iron and steel, aluminium, fertiliser and hydrogen installations; a 2026 Commission proposal to slow it is not reflected. Nothing is estimated: a region without Eurostat data shows a dash.
